Pedagogically opened in February 2007, the University of Ziguinchor has been named Assane SECK University since March 2014. It is by decree number 2008-537 of May 22, 2008 establishing and organizing that the university is recognized as a public institution.
In the 2000s, the idea was first to create a regional university center (CUR). However, with the political will linked to the expansion of the university map and in view of the needs and potentials of the South region, the institution was created as a public university.
